I’ll say Winnipeg. Arguably the worst market for attracting free agents and #1 on most players’ “no trade list.” They do have a good squad right now though, so for them to do it will have to be with in-house talent and development.

I mean, the Leafs streak is impressive ineptitude. However, equally impressive is giving the Coyotes/Jets/whatever two different franchise lines and still not doing it.
